13 years of wasted government resources!

Well...
.
In 1997, I (foolishly) started to consult with the government department, 'Employment Agency Standards' (EAS) to try and ensure that those who entered the entertainments industry, as actors, extras or models, were not open to widespread up-front fee abuse by so called employment agencies.
.
But 13 years later little or nothing has actually changed. However, the level of fraudulent activity has grown almost threefold, to what it was, according to my research.
.
Here are the previous heads of the EAS, who I have met: Paul Hadley, Vic Patterson, John Thorpe. Here is the current head: Paula Lovett.
.
Here are the previous DTI/BERR/BIS ministers who have refused to meet with me: Alan Johnson, Gerry Sutcliffe, Pat McFadden. Here is the current minister: Edward Davey.
.
There have been three statutory instruments, 2003/2007/2010, which were purported to clamp down on these abuses, but none of them have/will do any real good. They are all doomed to failure, due to the fact that they do not deal with the underlying problems. What a complete waste of government time. All the meetings, all the consultations, all the correspondence. All - for nothing!
.
There are still no agency prosecutions, no fines, nothing!
.
If this is duplicated - in every other government department, which I am sure it could be, then up to 40% of government statutory instruments - may be a complete waste of time, as they are having no effect in the real world!
.
The electorate deserve far better from their politicians. By tackling root causes, instead of the symptoms, our politicians/MP's time - would be better utilised, so would our civil servants. Why are we currently wasting these public funds & resources?
.
If someone in government had actually told me in 1997, that I would be wasting my time and energies - trying to convince government to protect vulnerable workers in the entertainments industry, then I would not have wasted 13 years of my life...
.
This is the price I have paid!
